UP Government has enacted the UP Industrial Development Act, 1976 to ensure planned development of industrial and allied activities in the state. NOIDA, Greater NOIDA (GNOIDA) and Yamuna Expressway Industrial Development Authority (YEIDA) have been created under this Act for the systematic development of their respective notified areas abutting Delhi, which if not planned, would have been prone to unauthorized urban growth. Noida and Greater Noida are the two main upcoming townships in the vicinity of the YEIDA notified area and would have a strong influence on any development within it. Taj Mahal, one of the Seven Wonders of the World, located at Agra is an important tourist destination. Presently Agra is about 210 km away from Delhi by road.
The Govt. of Uttar Pradesh has been working proactively to improve the connectivity of the NCR to improve tourist attraction of Taj at Agra. The concept of the Yamuna Expressway (erstwhile Taj Expressway) conceived by the Govt. in the year 2001 with the idea of cutting down on travel time, planned a 100m wide and a 165 kms long Expressway on the eastern bank of Yamuna river, between Noida and Agra which would reduce the travel time considerably to just 100 minutes. The new 6 Lanes (extendable to 8 lanes) access controlled Expressway with brand name of Yamuna Expressway will also open up a vast area on the eastern bank of Yamuna river for Urban Development.
For implementing the Yamuna Expressway Project and allied development in the region, Government of UP constituted Yamuna Expressway Industrial Development Authority (erstwhile Taj Expressway Industrial Development Authority) vide its Notification No.697/77-4-2001-3(N)/2001 dated 24th April, 2001, under UP Industrial Area Development Act, 1976 (UP Act No.6 of 1976). 1187 villages of Gautambudh Nagar, Bulandshahar, Aligarh, Hathras, Mathura and Agra districts have been notified under Yamuna Expressway Industrial Development Authority vide various Notifications of Govt. of UP. The notified area of YEIDA covers parts of 6 Districts as follows:

The objective of YEIDA is to secure the planned development of the industrial development area. To achieve this objective, YEIDA will optimize on the present potential, enhance investment climate and promote the economic development of the area through creation of a sustainable environment, supported by world-class infrastructure. The main functions of the Authority include –
- Acquisition of land for construction of Expressway and area development;
- Execution of Yamuna Expressway project;
- Preparation of Master plan for planned development of the industrial development area;

The Expressway project has been conceived with the idea of not only reducing the travel time between New Delhi and Agra but also to open up avenues for industrial and urban development in the region abutting the Expressway and provide the base for convergence of tourism and other allied industries. The expressway has 100 m. as R.O.W. At present, 6 lanes are being constructed. There is provision to expand up to 8 lanes.
